Dear Council Members:

The following will keep you up-to-date on various topics:

1.      GOVERNMENT FINANCE OFFICERS ASSOCIATION:

I am pleased to advise that the 2003-2004 annual Town budget has received the Distinguished Budget Presentation award from the Government Finance Officers Association (GFOA).  This award is the highest form of recognition in governmental budgeting.  Glastonbury has received the Distinguished Budget Presentation award and Excellence in Financial Reporting certificate for 9 and 14 consecutive years, respectively.

2.      HOME SALES PRICE REPORT:

The Capitol Region Council of Governments (CRCOG) recently issued its Connecticut Capitol Region-Home Sales Price Report for the period July 1, 2002 to June 30, 2003.  I have a copy of the full report available in my office and attach several pages from the document that summarize trends in median and mean home sale prices for the 29 town Capitol Region and specific to Glastonbury.
3.      RESIDENTIAL HOUSING STARTS:

Last month the Council asked for a multi-year summary of residential housing starts or building permits issued.  The attached page shows 1999 through October 31st of this year.  Housing starts in 2003 are projected to be the lowest over the past 5 years.

4.      UNITED WAY:

Town staff members contributed a combined $7,580 through this year’s United Way campaign.  The goal of $6,000 was exceeded by almost $1,600.  Thanks and congratulations go to all staff involved with this year’s successful fund raising program.

5.      SUBCOMMITTEE REFERRALS:

        I suggest you make the following subcommittee referrals for the referenced pending topics.

Policy & Ordinance Review:

Elderly Tax Relief - Potential amendments to the Town’s income eligible Elderly Tax Relief Program.

Cosmetology Ordinance – Town required to inspect various personal care salons (hair, nails) and State statute enables municipalities to establish up to $100 annual inspection fee by ordinance.

Land Preservation and Conservation – Continued discussion concerning possible Code amendment to provide tax exempt status for preservation and conservation by land trusts, etc.

Town Services:

Volume Based Disposal – Proposal to implement “pay as you throw” or volume based process for solid waste disposal at Transfer Station.  This is a continuation of prior discussions.

7.      BUDGET SCHEDULE:

With the 2004-2005 budget process approaching, I wanted to advise you of 3 proposed dates as follows:

        CIP Annual Workshop     -       5:00 p.m.-9:00 p.m., Thursday, January 17, 2004
        Annual Town Meeting     -       7:30 p.m., Wednesday, January 21, 2004
        Final Budget Hearing    -       7:30 p.m., Thursday, March 18, 2004

I will advise concerning proposed dates for Council budget workshops.  In the meantime, I wanted to provide you with the preceding for your planning purposes.


I will be happy to review the preceding and any other items Tuesday evening.
