Dear Council Members:

The following will keep you up-to-date on various topics:

1.      TRAIL GUIDE:

Recently, Councilmember Kehoe suggested the Town develop a guide to the trails located in various town parks and open space.  Gerhard and Duffy Schade are coordinating the preparation and reprinting of a Glastonbury trail booklet.  The Kongscut Land Trust and Great Pond Stewardship Committee have contributed funds for the printing of 3,000 copies.  I will provide when the booklet is complete.  In the meantime, I wanted to follow up the recent suggestion.

2.      TAKE YOUR CHILD TO WORK:

The annual “Take Our Daughters and Sons to Work Day” will be sponsored again this year and scheduled for Thursday, April 22nd.  This provides an opportunity for daughters, sons, grandchildren, nieces and nephews of Town staff members to visit various Town departments and operations.  This is a very popular program and the young people have a very good day.

3.      POLICE REACCREDITATION:

I am pleased to advise that the Police Department recently received its 4th national reaccreditation from the Commission on Accreditation of Law Enforcement Agencies.  To achieve this national recognition, the Department is required to comply with some 396 standards.  Congratulations go to Chief Sweeney and all members of the Department for this important achievement.  Special thanks to Sergeant David Cordone who served as the accreditation manager.

4.      EFFICIENCY, EFFECTIVENESS AND SERVICE IMPROVEMENTS:

Recent examples include:

·       Road grindings stock piled at the “Phelps Street” property will be used to construct a gravel roadway to access portions of the site.  The contractor has been directed to use this material resulting in a $3,100 cost savings.

·       In consultation with environmental consultant, Malcolm Pirnie, we have determined that street sweepings can be deposited below grade at the “tank farm” site.  This eliminates the need for trucks to haul sweepings to the Bulky Waste site, avoids use of the Bulky Waste site for street sweeping material, and reduces hauling requirements to bring fill to the Phelps Street location.  All important benefits.

·       Sludge material was located beneath various oil storage tanks at the Phelps Street property.  Located beneath the large tanks, this material was originally undetected.  The original cost estimate to dispose of this material approached $400,000.  Through discussions with DEP, this material can be buried on site for a cost of approximately $19,000.  This approach is approved by DEP and saves the Town approximately $380,000 from original estimates.

·       One of the Health Department Inspector positions is assigned to inspect the Town’s 150± food service establishments in accordance with the public health code along with related responsibilities.  This has been a full-time benefits eligible position.  Through attrition, we are looking to handle the position on a contractual, wages only basis.  Pending successful implementation, this will save $15,000-$20,000 in wage and benefit costs.

5.      INTERGENERATIONAL PROGRAMMING:

The attached report outlines various intergenerational programs coordinated by the Town’s Human Services Department.  This information was requested by Councilmember Karp.  I will be happy to schedule a presentation by Human Services Director, Pat Schneider, at an upcoming meeting.
