Dear Council Members:

The following will keep you up-to-date on various topics:

1.      GIDEON WELLES REQUEST FOR PROPOSAL:

Proposals have been submitted for proposed lease of the Gideon Welles Senior Center.  The building is expected to be available in late spring 2005 when the Community Center opens.  I will appreciate Council designating members to assist with initial interviews.  This could be assigned to Council Leadership.  Based on initial interviews, a report and recommendation would be forwarded for Council consideration.  I would like to conduct initial interviews in early December.

2.      GATEWAY REQUEST FOR PROPOSALS:

The background information to initiate the RFP process is complete.  A copy can be provided to Council members as may be requested.  The RFP will be published through the Wall Street Journal, Hartford Courant, Hartford Metro Alliance, State Department of Economic & Community Development, commercial brokers, Town web page, direct mailing, and other means as appropriate.  Parties expressing previous interest will be forwarded the background information directly.  A January-February response date is anticipated.

3.      UNITED WAY CAMPAIGN:

Town staff established a $7,600 goal for this year’s United Way Campaign.  Through a variety of initiatives, $8,730 was raised for this important campaign.

4.      LIBRARY CARDS:

A recent re-bid of library cards allowed for purchase of a more durable card at a reduced cost.  The new cards cost $0.21 per card as compared to $0.35 per card for the previous version.  A 3-year savings of approximately $2,203 is forecast.

5.      STAFF RESIGNATION:

Highway Superintendent, Scott Zenke, recently accepted a similar position with his hometown of Farmington.  Scott served as Highway Superintendent for approximately 11 years.

6.      LAND ACQUISITION:

Town purchase of the 3± acre residential property next to Hebron Avenue School closed on Friday, November 19th.

7.      ALLWASTE – LEAF COLLECTION:

To date, Allwaste has collected leaves from approximately 233 properties.  Operations are scheduled to conclude in early December with an additional 153 property owners signed up through that date.  Follow-up will be handled as required.  The program has been relatively problem free.

8.      BUDGET SCHEDULE:

For planning purposes, the Annual CIP workshop is scheduled for 6:00 p.m.-9:00 p.m. on Thursday, January 13, 2005.  The Annual Town Meeting is scheduled for 7:30 p.m. on Thursday, January 27th.  Suggested dates for Council budget workshops will be forwarded shortly.

9.      ALARM ORDINANCE:

From October 1 through mid November 2004, the Police Department experienced 94 fewer alarms than during the same period in 2003 (207 v. 301, a 31% reduction).  Additional experience will be required to determine if this reduction continues and is related to the alarm ordinance.
