Dear Council Members:

The following will keep you up-to-date on various topics:

1.      BUDGET CALENDAR:

The Annual Town Meeting is scheduled for 7:30 p.m. on Thursday, January 27, 2005.  The Final Budget Hearing is tentatively scheduled for Thursday, March 17th.  Following the Annual Town Meeting, the Board of Finance is scheduled to review the budget at workshops through mid February.  Council typically takes action at its first March meeting (March 8th) to present the budget at Final Public Hearing.  This means that Council budget workshops will need to be scheduled the week of February 21st and February 28th.  Typically, Council holds 3 workshops.  This could be condensed to 2 sessions.  I suggest workshops on the following dates from 6:00 p.m. to 9:00 p.m.  

Wednesday, February 23
Thursday, February 24
Monday, February 28
Tuesday, March 1
Wednesday, March 2

A Saturday morning session could be scheduled on February 19 or February 26.  This would be an 8:00 or 9:00 a.m. to 12 noon session.
        
I will appreciate Council confirming the budget workshop schedule as part of Tuesday evening’s discussion.

2.      PROJECT STATUS REPORT:

The attached page summarizes construction status on the high school and Community Center projects.  As noted, both projects are proceeding with no significant problem areas.  I would like to schedule tours of both facilities and will provide potential times and dates for interested Council members.

3.      OPEN SPACE MAP:

At the January 11th meeting, it was suggested that the updated Open Space Map be displayed for public review and information.  The map will be added to the Town’s web site and publicly displayed at Town Hall.

4.      EMPLOYEE NEWSLETTER:

A copy of the most recent edition of Common Interest is attached for your information.  This employee newsletter is developed by members of the staff.

5.      ST. PATRICK’S DAY PARADE:

The Hartford St. Patrick’s Day Parade is scheduled for 11:00 a.m. on Saturday, March 12th.  Council members are invited to participate as schedules allow.

6.      EFFICIENCY, EFFECTIVENESS IMPROVEMENTS AND CUSTOMER SERVICE:

Library-Self Check Workstations:  This recently installed system allows patrons to process checkouts on a “self serve” basis.  The system averages 50-60 transactions per day thereby improving customer service and reducing reliance on circulation desk staff.

Wireless Internet:  This service is available at Welles-Turner and has become one of the more popular programs.  The Library is registered with jiwire.com to advise wireless users that the library is a “hot spot.”

7.      GRANT AWARDS:

The Town recently received the following grant awards.  

$12,784 to combat underage drinking
$28,972 for Police DUI enforcement vehicle

Congratulations to all those involved for securing this grant support for ongoing Town programs.

8.      CCM AMICUS CURIAE:

CCM is seeking Town support for the eminent domain matter described on the attached page.  I will appreciate Council advising if you have potential interest in participating in this matter.

9.      GENERAL FUND STATEMENT:

The Summary of  General Fund Revenues, Expenditures & Transfers for the 6 months ended December 31, 2004 is attached for your review.  This information was reviewed in detail with the Board of Finance at their January 18, 2005 meeting.

10.     RESIDENTIAL:

The 4th quarter 2004 and calendar year 2004 summary of subdivision activities is attached.  104 single family and 10 attached residential units were approved in the past year.

I will be happy to review the preceding and any other items Tuesday evening.
