Re: Town Manager’s Report
Dear Council Members:
The following will keep you up-to-date on various topics:
1. Capitol Region Service Sharing:
I am pleased to formally advise the Capitol Region is awarded $5.2 million for 10 regional sharing projects. Approximately $8.6 million was available statewide for grants to 2 or more communities working together on a particular project. Glastonbury is involved in 7 of the 10 projects approved for the Capitol Region. The 7 projects involve technology application sharing and development, GIS flight and mapping data, regional police traffic, accident investigation, data sharing and training facility, and a regional Emergency Operating Center. The Capitol Region and Glastonbury worked hard on these applications with good success.
2. Safe Routes to School:
The Safe Routes to School program allocates approximately $2 million statewide for projects improving access to schools. This include infrastructure such as sidewalks, traffic calming, and other pedestrian and bicycle improvements to better allow children to access schools or improve safety near schools. This grant has potential application in Glastonbury with a primary role to be played by the Board of Education. Town staff are up-to-speed with grant requirements and discussions with Board of Education staff underway.
3. Bikeway Project:
Design work continues on the proposed bike path between Smith School and Bell Street. The matter has been reviewed by the Conservation Commission on previous occasions. Ongoing design efforts are aimed at providing information requested by the Conservation Commission including summary alignment , assessment of wetland and flood zone impacts, information on proposed brook crossings, temporary construction impacts, slope stabilization and drainage, construction materials, and information on a proposed parking area at the Bell Street bikeway intersection. The information requested by the Commission will likely bring the matter back for continued review in late April or early May. The proposal is for a 10 foot wide paved bikeway between Smith School and Bell Street.
4. Fire Awards Banquet:
The annual Fire Department Awards Banquet is scheduled for the evening of Saturday, April 5th at The Gallery.
5. CL&P Reimbursement:
CL&P recently presented the Town with a payment for approximately $75,000. A recent audit by CL&P indicated over billing for traffic signals over a multiple year period. The funds are deposited to the General Fund.
6. Miscellaneous Updates:
Work continues to develop information and research energy districts, single stream recycling and Community Development Block Grants. I will report at upcoming meetings.
